Cascade Locks is a pretty good base on the river - it's fairly central (depending on what you want to do) and only about 40 miles east of Portland if you want somewhere more exciting to go of an evening.
If you stay put, there are a few pubs and restaurants off Wanapa St (which basically runs between two highway exits). The Pacific Crest features some local beers and decent Pizza (along with burgers and other dishes). They're also Vege friendly.
On the east side of the town is a park where the remains of the original locks are located. You can still cross them to Thunder Island. It also seems a popular place for fishing...
The park also has a museum featuring household wares and tools from a bygone era. At the far end is a terminal for the Columbia Gorge Sternwheeler which provides pleasure trips up and down the river.
